2025 Guide to Mandatory SHe-Box Registration for Employers in India
In a major push to enhance the enforcement of the Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013 (PoSH Act), India’s national capital, Delhi, has made it compulsory for all organizations—both public and private—to register on the SHe-Box (Sexual Harassment Electronic Box) portal.

On June 12, 2025, the Department of Women and Child Development of the Government of Delhi issued a public notice directing all public sector undertakings (PSUs), private organizations, and their subordinate offices to register their organizational details on the SHe-Box portal. The directive aims to improve complaint redressal efficiency and ensure the maintenance of a unified compliance database.
India first launched the SHe-Box in 2017, an online portal to help women employees in public and private organizations file sexual harassment complaints under the POSH Act, 2013 and Rules, 2013.
On December 3, 2024, India’s Supreme Court issued a series of directions to states and Union Territories to ensure the effective implementation of complaint mechanisms and the constitution of requisite committees. The Bench of Justices BV Nagarathana and Justice Nongmeikapam Kotiswar Singh emphasized the importance of compliance with Sections 4, 5, 6, and 7 of the PoSH Act, which mandate the creation of Internal Complaints Committees (ICCs) and Local Committees (LCs) in workplaces and districts, respectively.
Purpose and key functions of the SHe-Box portal
The SHe-Box portal offers a single-window platform that allows women to report incidents of workplace sexual harassment, regardless of their employment type, sector, or status. Women working in the public or private sector, whether in formal or informal settings, can file complaints directly through the portal. Once they submit a complaint, the portal forwards it to the appropriate authority for necessary action.
In addition to complaint filing, the portal serves as a compliance monitoring tool and maintains a centralized repository of ICs and LCs. It ensures confidentiality by routing each complaint directly to the relevant committee without making the details publicly accessible.
The portal also supports several additional compliance functions, including the following:
- Allowing organizations to file annual PoSH compliance reports
- Enabling the upload of IC training records and employee awareness program details
- Providing the Presiding Officer of the IC with access to monitor the status of complaints

How private companies can register their IC on the SHe-Box portal
Private sector organizations are required to register their IC on the SHe-Box portal as part of their compliance obligation. The registration process involves three key steps.
Step 1: Registering the head office and nodal officer
Private companies must begin by registering their head office and nominating a nodal officer (NO). This step is mandatory, even if the company operates across multiple locations. Only the head office needs to be registered at this stage. Additional branches can be added later.
The registration details are forwarded to the district nodal officer (DNO), a government-appointed authority responsible for verifying the information. Upon successful verification, the DNO issues login credentials to the company’s NO.
Step 2: Adding branches and IC member details
Using the provided credentials, the organization must log in to the portal and complete the next step by entering the details of all its branches and IC members. This ensures that all relevant committees are documented and available for coordination in case a complaint is filed.
In private organizations, the NO is the designated representative responsible for managing the company’s SHe-Box registration and related activities. Typically, this person operates from the head office and serves as the liaison between the company’s IC and the portal.
It must be noted that the NO must not be a member of the IC. The SHe-Box system issues separate login credentials to the NO and IC members. Assigning the same individual to both roles can create access issues and disrupt the registration process.
Step 3: Presiding officer access
After uploading IC member information, the portal generates a separate login ID for the presiding officer. This login enables the presiding officer to oversee complaints filed through the portal and track their resolution status.
Next steps for organizations
To ensure companies adhere to necessary compliances, all workplaces are recommended to follow the below steps:
- Register at https://shebox.wcd.gov.in/
- Submit details of their IC
- Train committee members and employees on PoSH guidelines
- Stay informed about relevant state-level circulars.
- File annual PoSH reports with the designated district officer.

State-level authorities push for mandatory SHe-Box registration
Several state authorities have begun issuing directives requiring organizations to register on the SHe-Box portal. While a nationwide directive has not been issued, multiple state departments and regulatory authorities have taken proactive steps to enforce or promote compliance in their respective jurisdictions.
Earlier, in April 2025, the District Probationary Officer of Noida (Uttar Pradesh) instructed all eligible organizations—specifically those with more than 10 employees—to register their ICs on the SHe-Box platform.
In a similar move, media reports dated April 30, 2025, stated that the Labour Department in Mumbai, Maharashtra, issued an appeal to all establishments to upload their IC details on the portal. This was prompted by a compliance review that revealed widespread non-constitution of ICs. The department set May 15, 2025, as the deadline for completing the registration.
